INTRODUCTION

The Civil Defence Cell is a dedicated unit of the National Crime Investigation Bureau (NCIB), formed with a sincere aim to raise public awareness about Civil Defence, its structure, purpose, and importance.

Our primary mission is to encourage public participation in Civil Defence and inspire citizens to contribute actively to nation-building and disaster management.

THE CELL – A UNITED FORCE FOR SOCIETY

The Civil Defence Cell under NCIB comprises volunteers from all walks of life who are trained and committed to serving society during natural and man-made disasters. It is a true example of national integration, where individuals from diverse regions, religions, castes, and backgrounds unite with a shared purpose — to protect lives, property, and uphold humanity in times of crisis. Men and women work side by side, showcasing the power of unity, courage, and compassion.

Delhi, Uttar Pradesh, Madhya Pradesh, West Bengal, Karnataka, Tamil Nadu, Maharashtra, Gujarat, Manipur, Bihar, Jharkhand, Rajasthan, Odisha, Jammu and Kashmir, Chhattisgarh.

WHAT IS CIVIL DEFENCE?

Civil Defence refers to the organized efforts of civilians to reduce the damage and suffering caused by natural or man-made disasters. It involves preparing the public, minimizing risks, and responding efficiently during emergencies to protect human life and property.

WHEN DOES CIVIL DEFENCE OPERATE?

Civil Defence is not a seasonal or reactive force — it is active at all times.
- During Calamities: It responds immediately with trained teams for rescue, relief, and recovery operations.
- During Peacetime: It focuses on training, awareness drives, drills, and preparedness activities to keep communities ready and volunteers equipped with the latest knowledge and skills.

DISASTER RESPONSE ACTIVITIES

Originally established as an Air Raid Precaution organization during wartime, Civil Defence has now evolved into a full-scale emergency response and disaster management force.

PEACETIME SOCIAL ACTIVITIES

During non-emergency periods, Civil Defence volunteers engage in numerous social welfare and awareness programs, such as:
- Blood Donation Camps
- Pulse Polio Vaccination Drives
- Ganesh and Durga Visarjan Crowd Management
- Mahakumbh / Kumbh / Magh Mela Crowd Management
- Tree Plantation Drives
- Safety Awareness Rallies

A PEOPLE'S MOVEMENT

Civil Defence is a voluntary service, led "by the people, for the people", and supported by the Government of India. It plays a vital role in bridging the gap between government agencies and communities in times of need.
